TSA agents can levy fines for a
passenger disagreeing with the behavior or arrogance of a screener. The TSA
has made little effort to control screener behavior. In March 2004, airline
passengers filed almost 3,000 formal complaints with the federal government
over the conduct of TSA screeners. Hundreds have complained about the
rudeness of TSA screeners. And yet, none of these passenger complaints
resulted in disciplinary measures. But it's going to get worse. The TSA aims
to have 500 "behavior detection officers" (BDOs) in airports by the end of
this year. The job of the BDOs will be that of examining passengers for
"body language and facial cues … for signs of bad intentions." They look for
what the experts call "micro-expressions." Fear and disgust are the key
ones. Homeland Security for Science and Technology, "wants to automate
passenger screening by using videocams and computers to measure and analyze
heart rate, respiration, body temperature and verbal responses as well as
facial micro-expressions. The bulk of the people hassled by these and other
TSA procedures are law-abiding Americans who have no malicious intentions,
along with a few people traveling with drugs and other contraband.
Drink tax to fund mass transit makes

the transit riders pay for the full cost of a ticket, however much it costs,

Many bar and restaurant owners are
frothing over the county surcharge, and are making sure that the name of its
sponsor is as well-known as, say, Sam Adams and Jim Beam. With rising fuel
and food costs and a
weak economy, they say, the tax is just one big fly in their beer.
The 10 percent drink tax, in effect
since January, was pushed along by Dan Onorato to subsidize public transit.
The two-term Democrat says he had no choice; swallow that, he said, or
property taxes would have to be hiked "He was hoping everyone would
have forgotten about the tax," "Instead, he's facing Whiskey Rebellion
II."
The original Whiskey Rebellion was in 1794,
a tax revolt in which western Pennsylvania residents played a major role.
President George Washington fought back by calling up the militia.
Allegheny County will respond to the
new Whiskey Rebellion with its own referendum, asking voters to pick between
a property tax increase
or the drink tax to maintain a transit subsidy required by law.

door, the city wants to help by trying to put high-grass violators behind
bars.
City Council wants to beef up its existing high-grass and weeds law by
making a second offense a fourth-degree misdemeanor, which is punishable by
a fine of up to $250 and up to 30 days in jail.
More than 8 inches constitutes
high grass or weeds, according to city law. First-time violators now face a
minor misdemeanor, which carries up to a $150 fine and no jail time.

Security regarding the
National Applications Office
(NAO) and their plans to use military satellites to spy on the American
people.
Specifically, we believe the
NAO raises major issues under the Posse Comitatus Act (18 U.S.C. § 1385)
as it involves the use of military satellites for surveillance of American
citizens inside the United States for law enforcement and other purposes.
Having been burned before on the Terrorist Surveillance Program and
knowing of this Administration's disdain for obeying the laws Congress

Chicago Top Cop Wants Militarized Police to
“Fight Crime”
Chicago’s
top cop revealed some new strategies Friday to fight crime in the city–
adding semi-automatic weapons, an armor-plated vehicle, and full SWAT dress
in crime hot spots.
Part of the strategy includes deploying SWAT team
members and other specialized officers in full battle dress to crime hot
spots. The measure began last month and will continue. Critics believe it to
be cosmetic and meant to intimidate. The superintendent sees it as a
deterrent.

The student and interim pastor,
going by the name Jeff was assigned last September the task of talking to
a group of Boy Scouts, specifically concerning “Americanism” in higher

After tutoring the boys, Jeff was called into the university president’s
office. There he was confronted by a “man in black” wearing sunglasses
from the Department of Homeland Security who was accompanied by another
federal official in a gray suit. In addition, state police were present
during the interrogation and Jeff was told the FBI were also involved.
Jeff was informed “every word” of his conversation with the Boy Scouts was
recorded and he had a transcript of the conversation. Jeff’s talk was, the
DHS official in a gray suit declared, “terror and espionage”

Watchdogs prompt FBI to withdraw 'unconstitutional'

Because the FBI's NSL sought
information about what the suspected users were accessing in the digital
library, it violated a 2006 update to the NSL authority that prevented
access of information about library patrons' activities such as what books
they checked out, EFF and ACLU lawyers said. The ACLU is representing NSL
recipients in two other cases, but lawyers noted that virtually none of
the 200,000 letters issued by the FBI, CIA, Defense Department and other
agencies between 2003 and 2006 ever were challenged in court.
President Bush last week signed into
law a bill which will see the federal government begin to screen the DNA
of all newborn babies in the U.S. within six months, a move critics have
described as the first step towards the establishment of a national DNA
database.
The bill states that the federal
government should "continue to carry out, coordinate, and expand research
in newborn screening" and "maintain a central clearinghouse of current
information on newborn screening… ensuring that the clearinghouse is
available on the Internet and is updated at least quarterly".
Sections of the bill also make it
clear that DNA may be used in genetic experiments and tests.

Wood-burning Fireplaces May Be
Banned in California
According to the District’s proposal, it will be
illegal for Central Valley residents to build a home with wood-burning
fireplaces and stoves. Moreover, Central Valley residents will be required to
disable permanently their existing masonry fireplaces, convert their
fireplaces to natural gas, or install expensive soot-catching devices. Even
the few homeowners who can secure an exemption to the new law may still be
